...You brought up the question of whether the "natives" even dream. I'd be surprised if the new mayor could pull this off, but it might be a way to try to drive us off. Why try to live somewhere you can't sleep?

The big problem is... How? I doubt any native here has that kind of know-how.

On this level alone, no. But the Castle is basically magic, and the Organization's technology has likely altered it. Point is, technology on this level doesn't mean much, especially if the mayor has gone to different levels. Anyone can get out of this level if they want to.

And I'm not about to have them hate us more than we already do.

I realized something too. Why just the city? I've been tempted to set up camp on the Island. Sure the nightmares tire us out, but we can escape it.
